Some Guard members will be armed if they are placed in potential danger, Abbott said, adding he wanted to downplay speculation that "our National Guard is showing up with military bayonets trying to take on anybody that's coming across the border, because that is not their role".

New Mexico Gov. Susana Martinez told The Hill her state would help, but did not announce what date troops would be deployed.

Rios said the added troops are unnecessary and that arrests at the U.S. -Mexico border are at an all-time low.

Trump's call for sending troops to the border came after he was heavily criticized by his supporters for passing a federal budget that only allocated $1.6 billion for border security.

Arizona, Texas, and New Mexico are all led by Republican governors. Ducey said on Twitter that additional National Guard members would be deployed Tuesday.

Gov Henry McMaster said no specifics about how many troops would be sent or how long they would stay were discussed on his call Monday afternoon to fellow Republican and Texas Gov. Greg Abbott.

"It will make a difference because I psychologically if the people that want to cross think that it's going to be harder, then they are going to take more time to think about it and if it's really worth it", said the rancher.

Secretary of Defense Jim Mattis last week signed an order for "up to 4,000 National Guard personnel" to support the Department of Homeland Security's southern border security mission through to the end of September, the Defense Department said.

El Paso Sector Chief Patrol Agent Aaron Hull says troops are nowhere near deploying yet. Hull says the troops could help with air support, surveillance and repairs of infrastructure along the border so that Border Patrol agents have more time to enforce immigration law.

Mr Brown's spokesman, Evan Westrup, said California officials still were reviewing Mr Trump's troop request.

President Barack Obama sent 1,200 troops in 2010 and President George W. Bush sent 6,200 to the border in 2006 as part of Operation Jump Start.
