North Carolina has ordered the evacuation of more than 50,000 people from Hatteras and Ocracoke, the southernmost of its Outer Banks barrier islands.

That means the hurricane will be dumping rain over multiple East Coast states, and it's not just a coastal problem. SC ordered an estimated 1 million people to evacuate its coast.

Winds of tropical storm strength could reach Puerto Rico on Friday morning.

Schools, state government offices and medical facilities, including nursing homes in those counties, will be evacuated as well, McMaster said. "We don't know exactly where the center will go, but it's not really relevant". He also announced that the state's two main transportation arteries leading to and from the coast - Interstate 26 and U.S. Highway 501 - would have their lanes reversed beginning at noon on Tuesday.

Horry County will have two four-lane reversals along US 501 - from S.C. 544 to USA 378, and between S.C. 22 and S.C. 576 near Marion County.

Lumberton, North Carolina, is about 80 miles inland, but people there still made a run on supplies at the local Lowe's, said store manager Mackie Singletary.

"We are in the bullseye", Cooper told a news conference Monday. "We're liable to have a whole lot of flooding". "Storm Surge and Hurricane watches could be issued for portions of these areas by Tuesday (Sept. 11) morning", said the NHC in the update. A turn toward the northwest is forecast to occur late Wednesday night as it approaches the coast of SC and North Carolina on Thursday.

Evacuations were also ordered along the Virginia coast for about 245,000 people, according to Gov. Ralph Northam.

By 11am Eastern time (11pm HKT) on Monday, Florence was about 1,240 miles (2,000 kilometres) east-southwest of Cape Fear, North Carolina, and was a Category 4, the second-strongest on the Saffir-Simpson scale, the NHC said.

"It's really hard to speculate this far out, since there's still significant uncertainty in the track", Sara Orsi, spokeswoman for flight-tracking service FlightAware, said about how Florence might impact flights after landfall.

Dare County has a year-round population of more than 30,000, but the population balloons during tourist seasons.

"I have just been informed that this is one of the worst hurricanes that came to the East coast for many years". "North Carolina is taking Hurricane Florence seriously, and you should too".

Governors in the Carolinas and Virginia already had declared emergencies, and some sought federal aid as well.

President Donald Trump exhorted residents to follow officials' instructions. Gen. Robert E. Livingston Jr., head of the National Guard. People rushed to get emergency kits ready, map out escape routes, fill sandbags and secure their homes.
