Smaller migrant caravan forms in El Salvador

Several thousand Central American migrants planned to resume their trek through southern Mexico before dawn Monday, while authorities in that country and Guatemala tried to sort out the killing of a migrant at a border crossing.

Most of the migrants in the caravan appeared determined to reach the USA, despite an offer of refuge in Mexico. Many in the caravan have been on the road for more than two weeks, since the group first formed in San Pedro Sula, Honduras.

On Saturday, an arm of the federal government for the first time seemed to be directly helping the migrants advance rather than trying to diminish the caravan.

The Salvadoran migrants organized using social networks like Facebook and WhatsApp over the last couple of weeks, inspired by the group of mostly Hondurans now crossing Mexico. The ministry said pregnant women, children and the elderly were among those who had joined the program and were now being attended at shelters.

The Salvadoran caravan departed from San Salvador, where the members gathered to organize, and members said that they meant to head for the border with Guatemala, then enter Mexico and finally travel the 1000 or so miles north to the southern United States border.

Mexican President Enrique Pena Nieto launched a program on Friday dubbed "You are home", which promises shelter, medical attention, schooling and jobs to Central Americans who agree to stay in the southern Mexico states of Chiapas or Oaxaca, far from the US border.

Mexican authorities reiterated on Sunday that Honduran migrants would be allowed to enter as refugees.

On Sunday, a meeting was held which shed more light on the behavior of the migrants.

"Mexico does not criminalize undocumented immigration", he said.

At a church in Arriaga that opened its grounds to women and children Friday, Ana Griselda Hernandez, 44, of Mapala, Honduras, said she and two friends traveling with children had made a decision to pay for a bus ride from Pijijiapan, because the 4-year-old and 5-year-old would have never covered the 60-mile distance.

Orbelina Orellana said she and her husband were determined to continue north as well.

Mexican officials appear to be taking a discordant approach to the group by greeting travelers with a mixture of hospitality and hostility.

Several mayors have rolled out the welcome mat for migrants who reached their towns - arranging for food and camp sites.

The National Guard is often used by states to help with border security.

Caravan spokesman Alexander Martinez said at a press conference that all except about 300 members of the group made a decision to remain in the town and resume their journey on Monday morning while they organise safety and security committees.

The group must travel about 75 miles (120 kilometers) to reach the border with Guatemala and another 185 miles (300 kilometers) to reach Mexico's southernmost border. The trip could be twice as long if the migrants head for the Tijuana-San Diego frontier, as another caravan did earlier this year.

At least 60 migrants have already done so from the group stranded at the border.

Stoking fears about the caravan and illegal immigration to rally his Republican base, the president insinuated that gang members and "Middle Easterners" are mixed in with the group, though he later acknowledged there was no proof of that.

Buchanan also called immigration "the most powerful issue in the Western world", saying that President Trump should be discussing the caravan - created to overwhelm the country's asylum and immigration system - ahead of the midterm elections.
